Richard has worked in local government for 35 years, 30 of those at Sheffield City Council. He is currently a Principal Planning Officer in the planning policy team delivering the local plan, with a focus on economic, employment, infrastructure and viability issues.

Richard began working on CIL in 2011 and took the Charging Schedule through to adoption in July 2015.  Since then he has worked on CIL implementation issues and his current focus is on the development of an Infrastructure Delivery Plan (IDP) to support the local plan and assisting in the production of a Corporate Integrated Infrastructure Delivery Plan (IIDP). This will include the setting of CIL spending priorities through the Infrastructure Funding Statement.
