Jim Cliffe is Bristol City Council’s Planning Obligations Manager, and has over 15 years’ experience of planning obligation related work. As well as his responsibility for planning obligations, he is responsible for all matters relating to the establishment and administration of the Community Infrastructure Levy (CIL) in Bristol. In addition, Jim has significant viability experience and is responsible for undertaking affordable housing viability assessments in house, and commissioning / managing external consultants undertaking affordable housing viability assessments on behalf of the Council.
