Rachael joined the Planning Advisory Service (PAS) in 2018 as a Principal Consultant working to support councils throughout England. Rachael is the lead at PAS on all matters related to developer contributions.  This includes helping councils to improve their governance of developer contributions and infrastructure planning as well as to respond to emerging planning reforms. Rachael also works on other key areas of the PAS programme, which is funded through a government grant, including the development of local plans.

Prior to joining PAS Rachael worked at Westminster City Council for eighteen years focusing on development in the City. Rachael’s work has involved projects ranging from commercial and residential led regeneration schemes, the development and governance of Westminster’s Community Infrastructure Levy, neighbourhood planning, lobbying on the impact of new legislation and parliamentary Bills (including Crossrail) as well as the management of planning obligations and Community Infrastructure Levy budgets. Rachael has a wide practical knowledge of the planning system.
