Gilian Macinnes BSc MBA MRTPI, set up Gilian Macinnes Associates in 2016 after a long career in local government, including 8 years with the Planning Advisory Service. She delivers training to officers and councillors, and advises local authorities in relation to: development management, planning policy and SPDs, s106 &CIL, infrastructure delivery, affordable housing, and viability; undertakes planning service reviews/transformation projects and interim planning service management. The Interim Head of Planning and Development roles Gilian has undertaken include: Ashford Borough Council, Guildford and Waverley Borough Councils, the Royal Borough of Windsor and Maidenhead and currently Rother District Council. Gilian is regularly employed as a Consultant by the Planning Advisory Service (PAS).


Gilian has had articles published on viability and developer contributions in the RICS Property, the ACES Terrier Journal and the TCPA Journal. Gilian is a trustee of the Town and Country Planning Association (TCPA).
