David graduated from the University of Surrey with a first class Economics degree. Since then, he has worked in local government and most recently at Adur & Worthing Councils, as Community Infrastructure Officer. David is the officer responsible for monitoring both CIL & s106 contributions across the Councils. This includes a variety of work from ensuring that developers are providing the required infrastructure on site through the s106 agreement to running the process for the expenditure of the CIL Neighbourhood Fund (15%) receipts. David also works with the Planning Policy team on a range of other infrastructure aspects, such as the Infrastructure Delivery Plans (IDPs).
