Matthew has undertaken a range of planning roles in inner London for the past 16 years. Starting in the London Borough of Lewisham as a policy planner, he gained extensive experience of developing and implementing the Local Plan, AAPs and SPDs while fostering a focus on infrastructure.

Continuing at the London Borough of Tower Hamlets, Matthew has developed a multifaceted service with the aim of maximising public benefits from development. This includes policy, collection and administration of CIL and S106. Further, the service ensure the council is fit for purpose to deliver the infrastructure needed to support the country’s highest level of residential growth. This means strategic planning for infrastructure as a whole, targeted interventions ranging from strategic utilities planning to a children’s play strategy, as well as on the ground delivery. He also leads the council’s in-house development viability and construction coordination teams.
