Dr Rufus Howard

Impact Assessment and Sustainable Finance Policy Lead

With over 20 years of experience in environmental and social sustainability, Dr Rufus Howard is a trusted advisor and policy leader in impact assessment, ESG, and sustainable finance. He is the Founder and Director of Greenfriars, an independent sustainability advisory agency, and serves as Policy Lead for Impact Assessment and Sustainable Finance at the Institute of Sustainability and Environmental Professionals (ISEP), where he provides leadership and expert advice to a professional membership of over 20,000 people.

Rufus also advises the International Finance Corporation (IFC) as an Environmental and Social Policy and Risk Advisor, where he supports improvements in environmental and social risk management across the institution’s global portfolio of investments and advisory services. Over his career, he has directed and advised on some of the world’s most complex infrastructure projects, including offshore wind, onshore wind, wave and tidal, transmission and flood risk management, while also shaping best practice through policy papers, guidance, and professional training programmes.

He holds a PhD in Management, an LLM in Environmental Law and Policy, and a BSc in Biodiversity Conservation Management. He is a Fellow of ISEP, a Registered Principal EIA Practitioner, and a Chartered Environmentalist with the Society for the Environment.
