Colin has provided planning, strategy and delivery advice for energy, transport, waste and water sector projects for fifteen years, and has specialised in Development Consent Order (DCO) projects for the past ten.

He is responsible for leading teams and collaborates with environmental and legal advisors to achieve legal robustness, exceed project requirements and timescales, and secure viable consents that support investment decisions.

His experience allows him to provide clear and commercially sound planning and engagement advice to infrastructure developers and manages the planning process for projects including:

  • DCO application submission and examination management for the Keadby 3 Low Carbon Gas Power Station project for SSE
  • full planning permission and DCO made for a 750,000tpa energy recovery facility in Lincolnshire for EP UK Investments
  • optioneering lead for the Heathrow West DCO, an alternative scheme for the expansion of Heathrow Airport
  • Section 36 Consent Variation consent for the King's Lynn 'B' CCGT to increase power output from 1,000MW to 1,700MW, for EP UK Investments
  • DCO application preparation for SSE's Ferrybridge D power station project


In the power sector he has led the planning of a number of NSIP and DCO projects for EP UK Investments, SSE Thermal, and Stag Energy. During 2020 he managed the examination of the South Humber Bank Energy Centre DCO. He has also obtained planning permissions and related consents for energy from waste plants, battery storage, reserve power plants, district CHP plants, and gas storage projects.

In the transport sector, he led the optioneering for alternative terminal designs on the Heathrow West DCO project and has worked on the Airports National Policy Statement preparations. He has led the planning of several highways DCOs on the motorway network and the strategic road network and was consents advisor to Crossrail 2 establishing the hybrid bill consent strategy.
