Richard Harper has three decades of experience developing and delivering complex change projects across track and train in UK rail for operators, shareholders and Authorities. At Chiltern Railways (2002-13) and as executive director in Arriva’s bid team (2013-18), he has led business plans and authority for new rolling stock, infrastructure and timetables. In 2015-16 he led successful operational delivery plans for the winning Northern and London Overground bids, and in 2017 was Bid Director for Wales & Borders. Richard joined Steer in 2018 and has directed the Manchester Recovery Task Force, delivering a new timetable in December 2022 and a 10-year investment vision. He is operations and end state lead for the HS2 Project Representative, providing assurance across the programme for DfT.
