Anne-Marie has over 20 years’ planning experience, in both the public and private sectors. Her early career was as a Transport Planner for Docklands Light Railway, private consultancy and local authorities. She later moved on to leading and delivering masterplans and major project schemes. Latterly in her career, Anne-Marie has focussed on infrastructure planning and delivery. For LB Tower Hamlets she delivered a brand-new full infrastructure planning service, which has since won an award. At LB Havering Anne-Marie has brought together a new infrastructure planning service. She has established the posts for the team, introduced an infrastructure governance process, to enable effective decision-making. She has also reviewed and renewed systems for collecting planning obligations income and devised a longer-term strategy for project delivery. She has most recently reviewed and proposed a brand new Infrastructure Planning and Delivery service for LB Redbridge; as well as working with PAS and LGA to produce guidance on delivering infrastructure projects via developer contributions. Anne-Marie led the Royal Borough of Kingston-Upon-Thames in delivering their Infrastructure Planning and Delivery function, hands-on.

Most recently, Anne-Marie has been engaging with Westminster City Council and advised them on their S106/CIL governance process. Here, Anne-Marie facilitated a much-improved decision-making process for the funding and delivery of infrastructure projects/programmes. 

Anne-Marie has in-depth knowledge and experience of how Local Government works and has experience in leading numerous high-level restructures for multiple clients.

Anne-Marie has put in structures and processes to eradicate risk for council funding mechanisms, ensuring transparency and accountability. 

Anne-Marie has been responsible for and directly advises clients on infrastructure and capital budgets into the hundreds of millions, working directly with Chief Planners, Chief Finance Officers, Corporate Management Teams, elected Members and Chief Executives
