Stephen Hill is the Institute's Legal and Parliamentary Lead.

Stephen provides Political and legal monitoring, engagement, and analysis to ensure the best public consultations and engagement practices. His role includes:

  • Monitoring of political and legal events and activity domestically, in the devolved nations and internationally 
  • In-depth analysis of new and existing legislation 
  • Analysis of case law from the UK and international jurisdictions 
  • Engagement with politicians, public bodies and other organisations 
  • Communication of critical developments and news with the consultation industry 
  • Advising on legal and political matters relating to consultation and public engagement

 
Before joining the Institute, Stephen studied Law at Bangor University and pursued a Masters' degree in Aviation and Space Law at McGill University in Montreal. After this, he returned to London and was called to the bar in 2016 at the Honorable Society of Gray's Inn before deciding not to go into practice and move towards public policy work instead. Within the Institute, Stephen provides legal, political and policy analysis of the UK and current global affairs of interest to consultors and consultees.

Most recently, Stephen has reviewed the Government's "Planning for the Future consultation, which proposes the most significant reforms to the planning systems in England for a generation.  His articles include: -
