Angus Freeman

Senior Economist
Homes England

Angus is a senior member of the Research, Economics and Analysis function led by the Chief Economist that provides a central analytical function for Homes England. He works on programme and project appraisal and evaluation assessing social value for money. Social value is at the core of what Homes England does. As an executive non-departmental public body sponsored by DLUHC, Homes England combines commercial expertise with social purpose to deliver social value. It seeks to maximise the net impact on the wellbeing of the communities it serves through its interventions, partners and employees. Angus appraises social value as part of the business case at the beginning of the housing and regeneration process and then evaluates social value mid-way and after the process is complete.

Angus leads the team that calculates Homes England’s KPI 5: Social value per pound of investment. He works closely with strategy, sustainability and design, community engagement, procurement and delivery colleagues looking to maximise and align delivery of social value for communities and places.
