David heads the commercial aspects of Network Rail’s programme to bring in private sector capital into the railway. His focus is on delivery of decarbonisation initiatives at stations, occupied estate and renewable energy to power Britain’s railways. 

Prior to this, David developed the strategy for asset disposals, railway arches, surplus land, and a distributions centre, is commercial lead on the regeneration of a national station- and is part of the GBR reform programme. 

A chartered accountant from KPMG and Sloan Fellow in strategy from the London Business School, David has previously held finance director and other leadership posts with RATP Dev, Arriva, John Laing and Heron International.
