Howard has worked in environmental planning and sustainability for 20 years, with particular focus on co-ordinating EIAs across the urban regeneration, energy and transportation projects. He advises both public and private sector clients alike, and regularly undertakes formal reviews of EIAs on behalf of Local Authorities. 

He has led a number of stand-alone Health Impact Assessments, as well as part of Integrated Impact Assessment and EIA, and has supported public engagement on a number of major infrastructure schemes. He understands the importance of design and management in achieving good health outcomes, and the complexities and interrelationships between public and individual health, practical ways to reduce health inequalities and how to embed enhancements within major projects.
