Ian Maxwell is a career signal engineer joining British Rail in 1981 as a Graduate Engineer. His early career included a range of roles covering maintenance, renewals, design and training. In more recent years he worked for RSSB involved in the development of signalling standards including key standards on Signal Sighting. For the last 16 years Ian has worked for the Office of Rail and Road (ORR) providing the regulator with internal expertise on signal engineering issues whether for economic, performance or safety related regulation.

Ian has become increasingly involved in the industry adoption of ETCS ensuring that the regulator is well informed about decisions to support the proposed deployment plans. In particular he helped to secure funds for the current 5 year funding period (CP7) for ETCS deployment. He works closely with many other parts of ORR to ensure that ETCS deployments progress smoothly through a range of regulatory processes.
