James Norman is Head of Connections Strategy at the National Energy System Operator (NESO). James is leading the NESO’s work on developing and implementing fundamental wide-ranging changes to the current GB electricity connections process. This includes designing the reformed electricity connections process ‘TMO4+’, due to be implemented in mid 2025. The reformed connections process is designed to facilitate quicker connection to and use of the GB electricity transmission system, in a more coordinated and efficient way, in order to help meet GB’s Clean Power 2030 and Net Zero ambitions as well as drive growth and investment.

James joined the NESO in May 2022 after more than 10 years working for Ofgem, where he gained extensive experience of transmission network development, including onshore and offshore network design and delivery.
