Joe heads up the Net Zero, Strategic Investment and Innovation portfolio for the RIIO Electricity Distribution Price Control. This involves reviewing Distribution Network Operator (DNO) plans for investing on their networks to respond to changing demand, setting out how the price control can be responsive to future changes, and determining the innovation stimulus package for the DNOs. Ofgem has just launched its Draft Determinations consultation for RIIO-ED2.

Joe has recently returned to Ofgem from a secondment at the Office for Zero Emission Vehicles, where he worked on Project Rapid, and has spent most of his eight years at Ofgem working on the RIIO Electricity Transmission price controls.
