Will is a Deputy Director within the Department for Energy Security and Net Zero’s Hydrogen and Industrial Carbon Capture Directorate, responsible for the hydrogen production and storage business models. He is the Delivery Director for the UK’s Hydrogen Allocation Rounds and leads negotiations with projects. He is also responsible for Industrial Carbon Capture and Waste CCUS business models.

Will was previously responsible for CCUS policy in the UK and led the set up of the UK’s Capacity Market as part of the Electricity Market Reform programme. He has previously worked in Defra, Cabinet Office and the Home Office.
