Paul Gardner is the Council lead for land acquisition for the flagship £6bn Meridian Water regeneration scheme in Enfield. Paul has led the Compulsory Purchase Order for the acquisition of land and rights required to deliver the £170m government funded Strategic Infrastructure Works which will unlock 10,000 homes and 6,000 jobs. Managing the CPO process from start to finish and overseeing the acquisition of the majority of the land via private treaty, Paul has navigated the various legal, property and other hurdles to secure the confirmation of the CPO in August 2021.

With fourteen years’ experience of working in the regeneration sector on diverse as projects as the refurbishment and renovation of a Grade II* listed pottery in Stoke-on-Trent, land assembly and compulsory purchase of a regeneration scheme in Ponders End, and the development of a meanwhile masterplan for Meridian Water, Paul has a very an eclectic range of experience in regeneration and property. He also has a doctorate in heritage management and historic conservation from Oxford University and is trustee of a community theatre group in west London.
