Adrian is a chartered surveyor who led the compulsory purchase team in Transport for London (TfL) for 30 years. He was responsible for major infrastructure projects and managed of over £1.1billion of compensation payments on projects such as Crossrail.

Whilst at TfL he developed the “Phoenix” software IT system for managing the compulsory purchase financial risks, cash flow and reporting. It played an instrumental part in delivering all its compulsory purchase projects to an average of 1% within a 20 year period. In 2017 he founded Aspire Compulsory Purchase which specialises in managing compulsory purchase process and compensation for acquiring authorities. He has now developed the second generation of the Phoenix system called the Acquisition and Financial Risk Management System (AFiRMS) and is working with TerraQuest to integrate directly with Land Referencing to drive efficiencies throughout the whole CPO process for all acquiring authorities.

Since 2012 he has been a committee member of the Compulsory Purchase Association and is a regular speaker on the compulsory purchase circuit.
