Sam has been in her current role since August 2025, with planning policy responsibility and operational responsibility for transport infrastructure consenting processes. Before this, Sam was Deputy Director for London Partnerships and Delivery, with oversight of the strategic relationship between Government and London on transport matters, and working closely with Transport for London and the Greater London Authority to deliver a long-term funding model. Sam previously spent 14 years in the Home Office in a range of policy and strategy roles, including as Deputy International Director.
