Clare Heeley

Associate Director – Infrastructure Planning
AECOM

Clare is a Chartered Town Planner with 18 years’ experience working in planning and environmental consultancy. Having joined AECOM in 2011 to work on one of the first energy applications in the Planning Act 2008 regime, Clare has since gained extensive experience of preparing and managing Development Consent Order (DCO) applications through all stages of the application process, for a range of infrastructure developments, most recently in the solar sector.

Clare leads project teams to successfully deliver robust DCO applications and timely consents. She achieves this through collaboration with environmental, design, legal, land and stakeholder engagement specialists to deliver shared goals and by engaging with local planning authorities and statutory bodies to understand and resolve key issues. Clare supports clients with identifying solutions to key policy risks of gaining consent for nationally significant infrastructure projects (NSIPs) and ensures consents are deliverable by building in flexibility to avoid the need for post consent amendments.

Clare is a member of AECOM’s NSIP Community actively sharing best practice and lessons learned from the DCO process. As part of this community, she provides a DCO oversight role to ensure quality is delivered across AECOM’s DCO projects.
