Owen Struthers is Head of National Infrastructure Consenting for the Welsh Government. He has been involved in built environment for 20 years, gaining a BSC in City and Regional Development and a Masters in Sustainability, Planning and Environmental Policy. He started his career in a local authority before joining the Welsh Government and has worked on policy aeras including planning fees, Environmental Impact Assessment, Hazardous Substances consent and Building Regulations. Owen leads on the implementation of the Infrastructure (Wales) Act 2024 seeking to reform the determination of large scale infrastructure in Wales.
