Simon is National Highway’s policy lead on economic development and spatial planning. He was part of the team that produced the company’s first strategic economic growth plan The Road to Growth in 2017 and authored the company’s external planning guidance Planning for the Future. More recently Simon has been developing the company’s approach to future Route Strategies and leading joint strategic planning activity with Network Rail.

Prior to joining National Highways Simon spent over 10-years at Lancashire County Council working in a variety of economic development delivery and strategy roles, including working on the Preston City Deal and developing Lancashire’s Strategic Economic Plan on behalf on the Lancashire Enterprise Partnership.

Simon has a Masters in Urban Policy from the University of Glasgow, is an associate member of the Royal Town Planning Institute and member of the Institute of Economic Development.
