Elisabeth Cuthbertson joined DfT in 2020 as Director of Rail Reform, leading on the strategy, policy/design, legislation and key delivery workstreams within the government’s Rail Sector Transformation Programme; this will deliver the biggest change to the rail system in a generation through the creation of Great British Railways.  Prior to this, Elisabeth worked for numerous Whitehall departments. She has led major reforms of the energy and further education sectors, overseen the Nuclear Decommissioning Authority (including the shift to a new contractual model at Sellafield), advised on oil markets and the economies of oil producing nations, and on business support. She was also a macro-economist for NatWest Bank.
