Tom is the General Manager at the West Midlands Rail Executive, and Head of Rail for Transport for West Midlands.

The West Midlands Rail Executive is delivering local leadership for local rail services, working with the rail industry to deliver a step change in rail services across the region. It’s driving investment, providing the capacity needed for the region’s growth in the future, connecting communities, businesses and people to jobs. 

It’s owned by 14 local authorities and the West Midlands Combined Authority, and is chaired by the Mayor of the West Midlands, meaning that it is accountable to the people that the railway serves. It has a devolution arrangement with the Department for Transport, and is working with government and the rail industry on a partnership with the future Great British Railways.

Tom is a West Midlander by adoption, having first moved to the region for university. Before joining the West Midlands Rail Executive, he worked for Chiltern Railways in operational and commercial roles. He is also the chair of the Worcestershire Community Rail Partnership.
