Rebecca Cheung is the Lead Policy Manager at the West Yorkshire Combined Authority, where she leads the region’s rail function, covering rail reform, policy, operations, and major programmes including Leeds Station, a new Bradford station, and Northern Powerhouse Rail.

She has played a key role in making the case for rail investment across Yorkshire, leading work that culminated in the Yorkshire Plan for Rail, which laid the foundation for the current Northern Powerhouse Rail programme. Rebecca is responsible for delivering the region’s rail agenda within the context of devolution and shaping the evolving relationship between the Combined Authority and the rail industry.

With over 30 years’ experience, Rebecca has worked across the rail sector in the UK and internationally, including roles in consultancy, the wider rail industry, and with the Mass Transit Railway Corporation in Hong Kong, bringing extensive expertise in both policy and delivery.
