Will Godfrey is the Director of Economics, Finance and Markets at the Office of Rail and Road (ORR). He leads on ORR’s periodic review of Network Rail, oversees ORR’s financial monitoring, and steers ORR’s competition work. Prior to the ORR Will worked as director at Ofwat and Ofcom. He has a strong established background working in regulation, competition policy and consumer protection.
