Paul is Managing Director and business owner of Kilborn Consulting Limited, an SME and independent provider of railway signalling, level crossings and telecoms consultancy, feasibility and design services.

He has over 42 years of experience in railway engineering, having started his career as a Technician Apprentice at London Underground Limited in 1981. Following 13 years at LUL, Paul worked for Railtrack East Anglia, the Jubilee Line Extension Project and then formed Kilborn Consulting Limited with a colleague in 2000, taking full control of the company in 2008.

Paul has been Vice Chair of the RIA SME Group since 2021 and is passionate about promoting the role of SMEs in the UK railway industry.

He is also on the Governing Council of the Institution of Railway Signal Engineers.
