Steve is a Chartered Civil Engineer, and ORR’s Deputy Director for Civil Engineering and Asset Management, leading engineering and programme specialists and supporting in holding Network Rail to account for delivering its commitments on asset management, maintenance, and capital works. He has 37 years’ experience in heavy civil engineering, loss adjusting and asset management. 
 
Starting his early career at Laing Civil Engineering, he worked on major infrastructure projects including Sizewell B Nuclear Power Station and The Second Severn Crossing. Subsequent roles include UK director at an international loss adjuster company, Route Asset Manager and Programme Manager at Network Rail,  and Territory Civil Engineer for the London North Eastern Railway and East Midland Railway routes. Prior to joining ORR, Steve was part of a Network Rail team in Saudi Arabia, leading on bringing all civil engineering and buildings assets for Saudi Railway Company into operation.
