Julia Harrowsmith is Head of Maritime Decarbonisation Policy at the Department for Transport (DfT). She leads a team that developed the March 2025 Maritime Decarbonisation Strategy and took part in International Maritime Organization negotiations in April to shape global mid-term measures. Her focus in the coming year is to consult on UK fuel regulations and consider options to reduce emissions at berth and from smaller vessels. Before joining the DfT Maritime Directorate in 2024, she worked in a number of policy and strategy roles in central and London government.
