Councillor Andrew Morgan is from Mountain Ash in the Cynon Valley and has been a Councillor in Rhondda Cynon Taf County Borough Council since 2004 representing the ward of Mountain Ash West. 

Councillor Morgan was formerly an employee of the authority before standing for election to represent his local community.

He was appointed to the Cabinet in 2008 and was the Cabinet Member for Transport, Customer Care and Emergency Planning for four years before being given the portfolio for Frontline Services. He became Leader of the Council in May 2014.

Councillor Andrew Morgan was elected Leader of the Welsh Local Government Association in December 2019, and he also serves as the Spokesperson for the Environment, Sustainable Development and Waste. He is a member of the Welsh Local Government Association Executive Board, the Cardiff Capital Region Transition Advisory.

Councillor Morgan has previously Chaired the Cardiff Capital Region City Deal, and the South East Wales Transport Alliance (Sewta) having earlier served as Vice-Chair.
