Prior to joining Welsh Government, James worked for the UK Government and held a wide variety of policy roles in the Department for Environment, Food and Rural Affairs (Defra), the Department of Energy and Climate Change (DECC), the Department for Business, Energy and Industrial Strategy (BEIS) and Companies House.
